In 2003, a New York court ruled that more than 1 million students in New York City were not provided a sound basic education as guaranteed by the states constitution. In November, 2004 the special masters looking at the cased recommended an increase in operating funding for New York City Schools of $5.6 billion. The focus has now shifted to how to provide the funding to New York City Schools and other areas of the state in the future.
